Un secteur dont les ventes croissent peut re\u0301duire ses effectifs salarie\u0301s si la part de ses importations augmente ou s\u2019il re\u0301alise des gains de productivite\u0301 plus importants encore. A\u0300 l\u2019inverse, ce n\u2019est pas parce qu\u2019une activite\u0301 cre\u0301e de l\u2019emploi qu\u2019elle se de\u0301veloppe ou qu\u2019elle progresse, en tout du point de vue de l\u2019efficacite\u0301 e\u0301conomique.<\/p>\n<div class=\"page\" title=\"Page 1\">\n<div class=\"layoutArea\">\n<div class=\"column\">\n<p>Le repli amorce\u0301 en 2023 (-1.1% d\u2019apre\u0300s l\u2019enque\u0302te emploi de l\u2019INSEE) atte\u0301nue cette croissance inde\u0301niable mais le bilan quantitatif reste tre\u0300s positif. Pourtant la nature des emplois structurant cette activite\u0301 a profonde\u0301ment e\u0301volue\u0301, au point ou\u0300 l\u2019on peut parler d\u2019une perte tre\u0300s nette de savoir- faire, de compe\u0301tences et de qualification.<\/p>\n<p>A\u0300 l\u2019heure ou\u0300 le BTP doit s\u2019adapter a\u0300 une transformation profonde de ses marche\u0301s, sa capacite\u0301 a\u0300 mobiliser les compe\u0301tences ne\u0301cessaires pour re\u0301pondre au de\u0301veloppement de la re\u0301novation des logements, de la pre\u0301fabrication et de la transition environnementale parai\u0302t compromise. Quelles sont les causes de cette de\u0301gradation et comment y reme\u0301dier ? Quelles conse\u0301quences a-t-elle sur l\u2019efficacite\u0301 des entreprises et leur potentiel de de\u0301veloppement ?<\/p>\n<div class=\"layoutArea\">\n<div class=\"column\">\n<p>L\u2019exemple du Ba\u0302timent et des Travaux publics illustre cette contradiction. d\u2019un sur dix<\/li>\n<li>Une dynamique comparable peut e\u0302tre releve\u0301e pour les travaux de de\u0301molition (4311Z), avec des ONQ qui pe\u0300sent en 2022 pre\u0300s de 20% de l\u2019emploi total, soit deux fois plus qu\u2019en 2015 ou que les mac\u0327ons<\/li>\n<li>Le plus re\u0301ve\u0301lateur de cette tendance re\u0301pe\u0301titive est le cas des travaux de mac\u0327onnerie ge\u0301ne\u0301rale et de gros \u0153uvre (4399C), qui ont vu l\u2019e\u0301cart entre les deux me\u0301tiers se re\u0301duire de 22 points de pourcentage en 7 ans<\/li>\n<\/ul>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<h2><\/h2>\n<\/div><\/section><br \/>\n\n<style type=\"text\/css\" data-created_by=\"avia_inline_auto\" Certes, tous les me\u0301tiers ne sont pas concerne\u0301s et certains secteurs ont montre\u0301 une re\u0301elle stabilite\u0301 mais les nombreux cas de\u0301crits ici sont les conse\u0301quences de changements profonds dans les pratiques et les conditions de la mobilisation des compe\u0301tences. Lesquelles ? Pourquoi de telles transformations et surtout, pourquoi les me\u0301tiers qui de\u0301clinent \u2013 relativement \u2013 sont-ils si souvent des me\u0301tiers qualifie\u0301s, auxquels se substituent des me\u0301tiers peu ou pas qualifie\u0301s ? Plusieurs causes peuvent e\u0302tre avance\u0301es et cette note n\u2019apportera pas une re\u0301ponse de\u0301finitive ou comple\u0300te a\u0300 cette question mais se propose de mettre en e\u0301vidence quelques facteurs pre\u0301ponde\u0301rants, notamment l\u2019e\u0301volution de l\u2019offre de formation.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<h3><\/h3>\n<\/div><\/section><br \/>\n<section  class='av_textblock_section av-2a6y84-4ba87d4116dc199a74a82f89b46a0088 '   itemscope=\"itemscope\" itemtype=\"https:\/\/schema.org\/BlogPosting\" itemprop=\"blogPost\" ><div class='avia_textblock'  itemprop=\"text\" ><p><span style=\"font-weight: 400;\">Le reclassement \u00e0 froid permet en premier lieu de pr\u00e9venir les afflux de demandeurs d\u2019emploi sur le march\u00e9 de l&#8217;emploi, notamment chez <\/span><b>France Travail<\/b><span style=\"font-weight: 400;\">. Les exone\u0301rations de charges sociales sur les bas salaires sont d\u2019autant plus e\u0301leve\u0301es que le salaire tend vers le smic, niveau auquel elles e\u0301quivalent a\u0300 la totalite\u0301 du montant de charges normalement dues. La construction de re\u0301seaux pour fluides, les travaux de peinture et de vitrerie, les travaux d\u2019e\u0301tanche\u0301ification, la construction d\u2019ouvrages d\u2019art ou les travaux de terrassement spe\u0301cialise\u0301, pour ne citer que quelques secteurs, n\u2019ont pas montre\u0301 de remise en cause de leur structure-me\u0301tiers depuis 2015. Cette stabilite\u0301 est partage\u0301e par 40% des secteurs d\u2019activite\u0301 composant le pe\u0301rime\u0300tre du BTP. Pourquoi des secteurs d\u2019activite\u0301 aussi nombreux, aussi divers, les uns tre\u0300s atomise\u0301s et les autres tre\u0300s concentre\u0301s, seraient-ils pre\u0301serve\u0301s de la de\u0301qualification et d\u2019une recherche d\u2019optimisation financie\u0300re ? Les travaux de peinture ne sont-ils pas au moins autant concurrentiels que ceux de mac\u0327onnerie ou de couverture ?<\/li>\n<li>Dans les secteurs d\u2019activite\u0301 marque\u0301s par des re\u0301gressions de me\u0301tiers qualifie\u0301s (60% des secteurs du BTP), ces re\u0301gressions ne concernent qu\u2019un ou deux me\u0301tiers, jamais tous les me\u0301tiers d\u2019ouvriers qualifie\u0301s. Il suffit pour s\u2019en convaincre de relever la fre\u0301quence de secteurs affecte\u0301s par le repli du me\u0301tier de mac\u0327on, y compris quand celui-ci n\u2019est pas le c\u0153ur technique de l\u2019activite\u0301 (travaux de pla\u0302trerie par exemple). Pourquoi les mac\u0327ons perdent-ils du terrain et pas les e\u0301lectriciens, dont les salaires sont e\u0301quivalents ? Pourquoi pas les peintres, les carreleurs, les installateurs d\u2019e\u0301quipements thermiques, les menuisiers, les soliers-moquettistes ? Ce sont certains me\u0301tiers en particulier qui sont de moins en moins repre\u0301sente\u0301s et pas \u00ab les me\u0301tiers techniques qualifie\u0301s \u00bb en ge\u0301ne\u0301ral. Alors pourquoi ces me\u0301tiers et pas les autres ?\n<div class=\"page\" title=\"Page 7\">\n<div class=\"layoutArea\">\n<div class=\"column\">\n<p>&#8211; Il y a une autre bonne raison qui invalide comple\u0300tement l\u2019hypothe\u0300se de la \u00ab chasse aux cou\u0302ts \u00bb comme facteur pre\u0301ponde\u0301rant de la de\u0301qualification de certains secteurs du BTP : remplacer quelqu\u2019un qui sait par quelqu\u2019un qui ne sait pas n\u2019est pas rentable, me\u0302me avec les exone\u0301rations de charges. Si c\u2019e\u0301tait le cas, les entreprises ne recourraient pas aux formations initiales certifiantes pour embaucher des jeunes dans des me\u0301tiers techniques. Elles ne participeraient pas aux groupes de travail au sein des branches pour faire e\u0301voluer les re\u0301fe\u0301rentiels de formation ou a\u0300 des actions d\u2019inclusion par la formation (certifiante \u2013 POEC, AFPR1), elles se contenteraient d\u2019ouvrir les portes au premier volontaire acceptant une re\u0301mune\u0301ration au smic et assumeraient ensuite (ou pas) sa monte\u0301e en compe\u0301tences. Si l\u2019apprentissage a connu un tel de\u0301veloppement au cours des dernie\u0300res anne\u0301es, c\u2019est en grande partie gra\u0302ce a\u0300 sa prise en charge financie\u0300re partielle par les aides de l\u2019E\u0301tat, qui baisse le cou\u0302t de la formation assume\u0301e par l\u2019entreprise et rend donc cette solution de recrutement plus attractive. Quand un professionnel \u00ab se met a\u0300 son compte \u00bb il sort de sa cate\u0301gorie socioprofessionnelle (ge\u0301ne\u0301ralement celle d\u2019un ouvrier qualifie\u0301 ou d\u2019un encadrant de chantier) et rejoint la cate\u0301gorie des artisans. La dynamique entrepreneuriale a e\u0301te\u0301 forte ces dernie\u0300res anne\u0301es, surtout dans certains secteurs lie\u0301s a\u0300 la re\u0301novation du ba\u0302timent (isolation, e\u0301tanche\u0301ification, pla\u0302trerie, installation d\u2019e\u0301quipements thermiques). l\u2019analyse sectorielle des me\u0301tiers en de\u0301clin : mac\u0327on, me\u0301treur et technicien divers du BTP, couvreur ou monteur d\u2019agencement<\/li>\n<li>Les baisses de nombre de postes dans les diffe\u0301rents me\u0301tiers peuvent e\u0302tre comparables ou plus importants que les baisses d\u2019effectif forme\u0301 (technicien de BE, mac\u0327on, monteur d\u2019agencement, ouvrier qualifie\u0301 du travail du be\u0301ton). Ces me\u0301tiers sont relativement transversaux, ils apparaissent de fac\u0327on significative dans plusieurs secteurs d\u2019activite\u0301 du BTP. La baisse du nombre de personnes forme\u0301es se diffuse donc largement au-dela\u0300 du secteur ou\u0300 le me\u0301tier est pre\u0301ponde\u0301rant. Les me\u0301tiers de couvreur et de charpentier, qui sont tre\u0300s caracte\u0301ristiques l\u2019un et l\u2019autre d\u2019un secteur d\u2019activite\u0301 employeur, la baisse du nombre de postes dans le me\u0301tier est plus faible que celle du nombre de forme\u0301s. On peut faire l\u2019hypothe\u0300se que les entreprises, tre\u0300s structure\u0301es autour de leur c\u0153ur de me\u0301tier, parviennent a\u0300 s\u2019adapter plus facilement a\u0300 la rare\u0301faction des jeunes couvreurs et charpentiers. Dans ces structures, la spe\u0301cialisation de l\u2019entreprise et la capacite\u0301 d\u2019encadrement interme\u0301diaire (fu\u0302t-ce par le dirigeant lui-me\u0302me), permet de monter en compe\u0301tences plus rapidement de nouveaux salarie\u0301s non qualifie\u0301s. Le taux d\u2019encadrement du me\u0301tier pourrait donc expliquer cette meilleure capacite\u0301 a\u0300 inte\u0301grer et professionnaliser de nouveaux salarie\u0301s.<\/li>\n<\/ul>\n<\/div>\n<\/div>\n<\/div>\n<\/div><\/section><\/p><\/div><div  class='flex_column av-t03t8-ab8fccf6fecaac420caa4a15a3b382cb av_one_half  avia-builder-el-68  el_after_av_one_half  el_before_av_hr  flex_column_div  column-top-margin'     ><section  class='av_textblock_section av-m4iiuqyx-28c6888f65fd06a90cc6cf06d23d99f4 '   itemscope=\"itemscope\" itemtype=\"https:\/\/schema.org\/BlogPosting\" itemprop=\"blogPost\" ><div class='avia_textblock'  itemprop=\"text\" ><div class=\"page\" title=\"Page 15\">\n<div class=\"layoutArea\">\n<div class=\"column\">\n<p>En estimant les volumes de recrutements par me\u0301tier (a\u0300 partir des taux de de\u0301parts en retraite, des mobilite\u0301s professionnelles et de la croissance de l\u2019emploi entre 2015 et 2022), il est possible de rapporter ces besoins de nouveaux professionnels forme\u0301s aux effectifs re\u0301ellement pre\u0301pare\u0301s par la formation initiale ou la formation de demandeurs d\u2019emploi. A\u0300 ces deux flux devrait s\u2019ajouter la formation certifiante de salarie\u0301s mais celle- ci est ge\u0301ne\u0301ralement ne\u0301gligeable en comparaison. Le re\u0301sultat montre que, pour tous les me\u0301tiers e\u0301tudie\u0301s, les recrutements sont plusieurs fois plus nombreux forme\u0301s que les personnes forme\u0301es et certifie\u0301es2 : 2 fois pour les charpentiers, 2.6 fois pour les couvreurs et les e\u0301lectriciens, 3 fois pour les conducteurs d\u2019engins de chantiers, 5 fois pour les menuisiers et 7 fois pour les mac\u0327ons<\/p>\n<p>En re\u0301sume\u0301, l\u2019importance de la baisse des flux de personnes forme\u0301es contribue ne\u0301cessairement a\u0300 la celle du nombre de professionnels qualifie\u0301s sur le marche\u0301 du travail, y compris dans les entreprises elles-me\u0302mes. Les entreprises ont de moins en moins de salarie\u0301s qualifie\u0301s dans ces me\u0301tiers parce qu\u2019elles n\u2019en trouvent pas et elles n\u2019en trouvent pas parce qu\u2019on en forme de moins en moins alors que leurs besoins se sont accrus au cours de la pe\u0301riode 2015-2022.<\/p>\n<p>Ce phe\u0301nome\u0300ne est accru par un constat souligne\u0301 a\u0300 plusieurs reprises par le CEREQ : \u00ab l\u2019e\u0301vaporation \u00bb des jeunes diplo\u0302me\u0301s de la filie\u0300re \u00ab me\u0301tier \u00bb a\u0300 laquelle ils ont e\u0301te\u0301 forme\u0301s. Ce constat est une limite e\u0301vidente au raisonnement \u00ab ade\u0301quationiste \u00bb suivi ici, mais il est aussi re\u0301ve\u0301lateur d\u2019un dysfonctionnement fondamental du lien formation initiale-entreprise en France. On peut espe\u0301rer que le de\u0301veloppement re\u0301cent de l\u2019apprentissage atte\u0301nue ce proble\u0300me. Les difficulte\u0301s e\u0301conomiques en ge\u0301ne\u0301ral et celles de la construction neuve en particulier (progression de 40.7% des de\u0301faillances dans la construction en 2023 par rapport a\u0300 l\u2019anne\u0301e pre\u0301ce\u0301dente, la construction repre\u0301sente le quart des de\u0301faillances d\u2019entreprises en France au cours de l\u2019anne\u0301e) devraient malheureusement provoquer de nombreuses suppressions de postes dans les me\u0301tiers techniques du secteur et atte\u0301nuer les difficulte\u0301s de recrutement.<\/p>\n<div class=\"page\" title=\"Page 15\">\n<div class=\"layoutArea\">\n<div class=\"column\">\n<p>Pourquoi observe-t-on cette baisse des effectifs forme\u0301s ? Cela confirme le ro\u0302le croissant qu\u2019elle accepte (bon gre\u0301, mal gre\u0301) de jouer dans la formation des actifs et dans l\u2019insertion des publics peu qualifie\u0301s. Le BTP continue a\u0300 jouer un ro\u0302le d\u2019inclusivite\u0301 sociale dans le marche\u0301 du travail, comme l\u2019ho\u0302tellerie-restauration ou les services a\u0300 la personne ; les nouveaux salarie\u0301s qu\u2019il y inte\u0300gre peuvent poursuivre ensuite leur vie professionnelle dans d\u2019autres secteurs, comme l\u2019industrie par exemple. En the\u0301orie, si le cho\u0302mage structurel et la pre\u0301carite\u0301 sociale cause\u0301e par l\u2019e\u0301loignement du marche\u0301 du travail doivent se re\u0301duire, ce sera gra\u0302ce a\u0300 des entreprises et a\u0300 des secteurs d\u2019activite\u0301 capables de conduire cette inte\u0301gration. La formation de jeunes, via les e\u0301coles de production par exemple, ou d\u2019adultes (cho\u0302meurs) a e\u0301te\u0301 fortement finance\u0301e et mobilise\u0301e ces dernie\u0300res anne\u0301es, permettant au taux de cho\u0302mage de redescendre vers 7%, qui parai\u0302t son plancher historique depuis les anne\u0301es 80.<\/p>\n<p>Or, il faut relever que cette re\u0301ponse par les recruteurs du BTP a\u0300 la faiblesse de l\u2019offre de formation s\u2019est appuye\u0301e en partie sur le recours a\u0300 la population e\u0301trange\u0300re, atte\u0301nuant l\u2019effet d\u2019entrai\u0302nement de la hausse de l\u2019emploi sur la baisse du cho\u0302mage de longue dure\u0301e des demandeurs d\u2019emploi franc\u0327ais. De nombreux responsables formation au sein d\u2019e\u0301tablissements d\u2019enseignement professionnel, de CFA ou d\u2019organismes de formation rele\u0300vent la diffe\u0301rence d\u2019employabilite\u0301 et de motivation entre les apprenants e\u0301trangers et les Franc\u0327ais reste\u0301s (eux-me\u0302mes et souvent leurs parents avant eux) trop e\u0301loigne\u0301s de l\u2019emploi ou d\u2019un emploi stable. Ce constat regrettable explique en grande partie l\u2019essoufflement des programmes ambitieux de formation certifiante de cho\u0302meurs3 et la difficulte\u0301 qu\u2019a aujourd\u2019hui la France a\u0300 ramener son taux de cho\u0302mage a\u0300 des niveaux comparables a\u0300 ceux de ses voisins (entre 2% et 5%).<\/p>\n<p>Les travailleurs e\u0301trangers repre\u0301sentent en 2023 (source Enque\u0302te emploi INSEE) 32% des ouvriers non qualifie\u0301s du BTP. Ils n\u2019e\u0301taient que 20,6% en 2015. Leur progression est nette dans la construction de ba\u0302timents (codes APE commenc\u0327ant par 41), ou\u0300 ils sont passe\u0301s de 40,2% a\u0300 49,4% et dans les travaux de construction spe\u0301cialise\u0301s (codes APE en 43), ou\u0300 leur poids relatif a gagne\u0301 plus de 13 points (17,7% en 2015, 31% en 2023). Ils sont en revanche moins nombreux aujourd\u2019hui dans le Ge\u0301nie civil (codes APE en 42) ; ils repre\u0301sentent un salarie\u0301 sur six en 2023 (17,4%) contre un sur quatre sept ans plus to\u0302t (26%). Tous secteurs du BTP confondus, ils sont passe\u0301s de 16,8% a\u0300 20,2% de l\u2019effectif cumule\u0301 des ouvriers (qualifie\u0301s ou non), des chauffeurs et des ouvriers de manutention au cours de la pe\u0301riode, soit 18 287 professionnels supple\u0301mentaires France entie\u0300re.<\/p>\n<p>Cette progression a concerne\u0301 principalement les ouvriers non qualifie\u0301s (27 139 emplois en plus). Toutefois, il est inte\u0301ressant d\u2019observer que les travailleurs e\u0301trangers exerc\u0327ant leur activite\u0301 dans le BTP sont nettement plus nombreux a\u0300 e\u0302tre qualifie\u0301s qu\u2019a\u0300 ne pas l\u2019e\u0302tre : 88 372 ouvriers qualifie\u0301s contre 64 330 ouvriers non qualifie\u0301s en 2023. La main d\u2019\u0153uvre e\u0301trange\u0300re permet donc au BTP de pourvoir des postes qu\u2019elle ouvre a\u0300 des non-qualifie\u0301s, mais aussi de trouver une partie de ses nouveaux salarie\u0301s qualifie\u0301s ou de les former lui-me\u0302me pour les amener a\u0300 ce niveau de compe\u0301tences. Il n\u2019est pas non plus possible de connai\u0302tre, avec l\u2019Enque\u0302te emploi, l\u2019origine ge\u0301ographique pre\u0301cise de ces travailleurs e\u0301trangers.<\/p>\n<p>Le recours a\u0300 la main d\u2019\u0153uvre e\u0301trange\u0300re est une solution partielle mais incontournable pour les recruteurs du BTP. Il leur permet de continuer a\u0300 faire progresser leurs entreprises et l\u2019e\u0301conomie nationale et a\u0300 honorer leurs marche\u0301s. Rappelons qu\u2019une PME qui perd des salarie\u0301s compe\u0301tents et ne parvient pas a\u0300 les remplacer, ou qui gagne des marche\u0301s et ne parvient pas a\u0300 e\u0301toffer ses e\u0301quipes, se retrouve tre\u0300s rapidement dans des difficulte\u0301s qui peuvent lui e\u0302tre fatales.<\/p>\n<p>On peut toutefois s\u2019interroger sur les conditions de la mobilisation de la main d\u2019\u0153uvre disponible franc\u0327aise, peu ou pas qualifie\u0301e (publics RSA, cho\u0302meurs de longue dure\u0301e, jeunes de\u0301crocheurs etc). La situation actuelle conduit a\u0300 faire coexister une population active e\u0301trange\u0300re relativement importante et une population adulte franc\u0327aise tre\u0300s marginalise\u0301e, incapable de saisir les occasions de retour ou d\u2019acce\u0300s a\u0300 l\u2019emploi que propose un secteur comme le BTP. Des pratiques re\u0301ussies existent dans certaines re\u0301gions (comme le partenariat Constructys \u2013 ARIQ BTP en Bourgogne-Franche-Comte\u0301) qui parviennent effectivement a\u0300 inte\u0301grer dans des parcours de qualification et d\u2019emploi des adultes issus des dispositifs d\u2019insertion. Ces pratiques s\u2019appuient sur des formations en entreprise, tre\u0300s empiriques, non certifiantes et e\u0301loigne\u0301es du contexte scolaire et conduisent a\u0300 une reconnaissance par l\u2019employeur, au terme de la formation, d\u2019un ve\u0301ritable statut professionnel. Par exemple, les personnes sont forme\u0301es a\u0300 la plomberie par des formateurs internes (qui ont eux-me\u0302mes suivi des formations a\u0300 la pe\u0301dagogie) et sont in fine reconnus en tant que plombier (et paye\u0301s comme tels), et non comme ouvrier non qualifie\u0301, par l\u2019employeur. Les re\u0301sultats en terme de suivi complet des formations et de fide\u0301lisation des nouveaux salarie\u0301s sont tre\u0300s positifs.<\/p>\n<p>Que les entreprises trouvent des solutions aux difficulte\u0301s de recrutement dans la de\u0301gradation de leurs crite\u0300res d\u2019embauche ne peut pas e\u0302tre conside\u0301re\u0301 comme une situation satisfaisante. On a vu plus haut les risques de qualite\u0301 et les cou\u0302ts e\u0301conomiques et humains de ce pis-aller. Une e\u0301tude re\u0301cente de Mac Kinsey4 souligne le ve\u0301ritable de\u0301fi que constitue aujourd\u2019hui la productivite\u0301 pour le BTP. Elle atteint 59 K\u20ac par salarie\u0301 et par an, contre 81 K\u20ac dans l\u2019industrie et les investissements et mutations technologiques qui permettraient de l\u2019augmenter tardent a\u0300 venir ; plus pre\u0301occupant encore, elle baisse de 1% par, a\u0300 rebours de l\u2019industrie ou\u0300 elle progresse de 1,8% chaque anne\u0301e. En cause : l\u2019augmentation de la charge administrative associe\u0301e aux projets mais aussi et surtout, comme le rele\u0300vent les auteurs, les difficulte\u0301s de mobilisation des compe\u0301tences, la difficulte\u0301 a\u0300 de\u0301velopper des organisations industrielles et donc plus productives.<\/p>\n<p>En conclusion, a\u0300 l\u2019heure des de\u0301fis de la re\u0301novation e\u0301nerge\u0301tique des ba\u0302timents et de la ne\u0301cessaire recherche de gains de productivite\u0301 dans le BTP, la monte\u0301e en compe\u0301tences des organisations et des e\u0301quipes est un enjeu crucial. Elle contredit les besoins de main d\u2019\u0153uvre et de compe\u0301tences ge\u0301ne\u0301re\u0301s a\u0300 la transition environnementale et au \u00ab re\u0301armement industriel \u00bb. Dans le BTP comme dans beaucoup d\u2019autres secteurs, l\u2019information des familles, la valorisation des me\u0301tiers et le de\u0301veloppement strate\u0301gique des capacite\u0301s de formation quand c\u2019est ne\u0301cessaire, l\u2019incitation a\u0300 la reprise d\u2019emploi et l\u2019accompagnement efficace des publics qui en sont e\u0301loigne\u0301s en me\u0302me temps que la professionnalisation des e\u0301trangers non qualifie\u0301s doivent monter en puissance. Dans un contexte financier plus que contraint, les entreprises elles-me\u0302mes devront continuer a\u0300 prendre une part importante dans cet effort mais les outils de formation du BTP sont nombreux, structure\u0301s et anime\u0301s nationalement comme dans peu d\u2019autres branches professionnelles. Aux financements publics de continuer a\u0300 conside\u0301rer cet investissement dans le \u00ab capital humain \u00bb comme la \u00ab me\u0300re des batailles \u00bb.
